TRAI Now Requires Truecaller and Caller-ID Apps to Share Your Spam Reports With Telecom Operators

If you flag a call as spam in Truecaller or a similar caller-ID app on your Indian phone number, that report no longer stays inside the app. The Telecom Regulatory Authority of India (TRAI) has amended its commercial-communications rules to require caller-ID and call-management apps to forward user spam reports to a blockchain-based platform run by telecom operators, changing how spam enforcement works for hundreds of millions of Indian phone users.

What Changes for Truecaller and Similar Apps

TRAI notified the amendment on Friday, September 18. Caller-ID apps that let users tag a call as spam or junk must now send those individual reports to the operator-run platform, which telecom companies use to track commercial communications and act against spammers. TRAI says the goal is to widen the pool of spam data available for enforcement by linking app-collected reports to the industry’s own anti-spam infrastructure.

Truecaller, whose largest market is India with well over 350 million of its more than 500 million monthly active users, pushed back hard. The company told TechCrunch it views the requirement as a “one-way exchange” that is “anti-competitive,” since it hands commercially valuable data from a private app to the telecom operators without anything flowing the other way.

“While our data and user sentiment clearly show that spam has skyrocketed due to this free pass to spammers, we have been compliant with this since late last year,” a Truecaller spokesperson said.

That “free pass” line refers to a separate, older fight: the amendment keeps in place a rule barring call-management apps from blanket-blocking, filtering, or spam-tagging calls from designated number series reserved for promotional, service, and transactional messages. Truecaller has previously objected to this carve-out, arguing it lets unwanted calls slip past its filters. Individual users can still manually block those numbers on their own device — the app just cannot do it for everyone automatically.

Robocalls and AI Voice Calls Now Need Advance Declaration

The second part of the amendment targets automated calling. Any call placed without a person directly dialing — including robocalls and calls using prerecorded or AI-generated voices — now falls under TRAI’s application-to-person (A2P) framework. Businesses using these systems must declare their use and the phone numbers involved to their telecom operator ahead of time. Any undeclared A2P call will be treated as spam by default.

Operators are also permitted to charge a termination fee of up to 5 paise per minute on A2P calls, with certain designated number ranges exempted. Sumeysh Srivastava, a telecom-regulation policy lead at The Quantum Hub, told TechCrunch that how a call is initiated — not simply whether it uses an AI voice — is the key test, which leaves some ambiguity around AI-assisted calls that still involve a human dialing.

What’s Still Unclear

TRAI has not published the notified amendment’s full text in an easily accessible form, and it did not respond to TechCrunch’s questions about exactly what information apps must hand over, or whether the rule extends to spam-reporting features built into Android and iOS dialers themselves. Kazim Rizvi of the policy think tank The Dialogue told TechCrunch that forwarding a single user-flagged spam report is very different from being forced to share the broader datasets, reputation scores, or detection models an app uses to identify suspicious calls in the first place — and that distinction hasn’t been spelled out yet.

That ambiguity matters for privacy, not just competition. Until TRAI clarifies what “spam report” actually includes, users have no way of knowing whether tagging a call as spam quietly hands over more than the number and a flag. Consent and retention rules for that shared data also remain undefined.

For now, nothing changes in how the Truecaller app looks or works day to day. The practical effect is behind the scenes: every spam tag Indian users submit becomes visible to their telecom operator, whether they realize it or not.
