Finally, users in India will be able to buy apps and games from the Play Store, without a credit card or debit card.

Oddly enough,  the gift cards cannot be bought online from the Google Play Store.

The Google Play gift cards are only available from select stores of Vijay Sales and Spice Hotspot, in Delhi NCR, Mumbai, Pune, Hyderabad, Bengaluru, Kolkata & Jaipur.

The denominations of the gift cards available are 500, 1000 and 1500 Rupees vouchers. You can redeem the gift card, and buy any paid apps, games, e-books or movies available at the at the Google Play Store

If you are from one of the cities where the Google Play gift cards aren’t available, you will have to ask someone from the supported cities to buy the card and send you the voucher, which you can redeem on the Play Store.
